Buena Park

RMO Agency is proud to have been a part of the Buena Park Construction Apprenticeship Resource Fair. The even took place on September 6 and was dedicated to supporting the next generation of contractors in California. This fair connects aspiring construction professionals with industry leaders and provides valuable insight into licensing, training, and career opportunities.

At RMO Agency, our mission is to help contractors obtain their California contractor license with the guidance of a Responsible Managing Officer (RMO). Many new contractors face challenges meeting licensing requirements, and our team provides the support and solutions they need to start projects legally and confidently.

We applaud the City of Buena Park for taking an active role in empowering future construction contractors. By hosting this resource fair, the city is helping to build a stronger, skilled workforce that can meet California’s growing demand for licensed professionals.

Our team successfully connected with attendees, shared expertise about RMO support and licensing, and we look forward to continuing to guide contractors toward success in California’s construction industry.

Understanding ADU Laws in California

Building ADU

Accessory Dwelling Units (ADUs) have become increasingly popular in California as homeowners look to add value to their property and create additional housing. However, it’s important to understand that the construction of an ADU is considered development, not home improvement. This distinction matters because it affects permits, inspections, and licensing requirements under California law.

Unfortunately, the growth in ADU demand has also opened the door to scams by unlicensed or dishonest contractors. Some contractors misrepresent ADU projects as simple home improvements to avoid proper permitting, while others offer “all-inclusive” deals that cut corners, leaving homeowners with costly fines or unsafe construction. In some cases, unlicensed individuals pose as licensed contractors or misuse another contractor’s license to win jobs illegally.

To protect yourself, always verify that your contractor holds the correct California contractor license and understands ADU regulations in your city. Work only with licensed professionals who follow proper permitting and development processes.

At RMO Agency, we are committed to supporting licensed contractors and helping homeowners understand the importance of compliance. With the right guidance, building an ADU can be a safe and rewarding investment in your property’s future.

5 Things to Check Before Hiring an ADU Contractor in California

  1. License Verification – Make sure the contractor has a valid California contractor license.
  2. ADU Experience – Confirm they’ve built Accessory Dwelling Units before, not just home improvements.
  3. Permits & Compliance – Ensure they pull the proper city permits (ADU = development, not remodeling).
  4. Written Contract – Always have a clear contract outlining scope, costs, and timelines.
  5. Avoid Scams – Watch for red flags like cash-only deals, reused licenses, or promises to “skip permits.” Avoid making large down payments, under home improvement laws, a down payment should be no more than 10% or $1,000 whichever is less.

Building an ADU is a major investment—protect your property by working with licensed, experienced professionals.

My experience with my first onboarding process was very positive. The coordination between Austin, Mr. Handyman Franchise, the RMO Agency, and the attorney was smooth and well organized throughout the process. Communication was timely, and everyone worked well together to keep things moving.
The only minor bumps involved some of the wording in the LLC documents prepared by the attorney. There were a few areas where the language was broader than I felt was appropriate for the responsibilities we had agreed upon. Once those concerns were discussed, everyone was receptive, and the process continued without any significant issues.
Overall, I found the experience to be seamless and professional. I appreciate the responsiveness and collaboration from Austin, the attorney, and the RMO Agency, and I look forward to continuing to work together.

Working with Cossetty has been a great experience. It took me almost a year to make the decision to move forward, and throughout that entire time she was always patient, professional, and willing to answer every question I had. No matter how many questions I asked, she always took the time to explain everything clearly.

She was incredibly helpful throughout the entire RMO process and made what could have been a stressful experience much easier. I truly appreciate her knowledge, professionalism, and support. I highly recommend Cossetty and the RMO Agency to anyone looking for guidance in obtaining an RMO. Thank you for everything!
